070621: Moved addCacheLocation() call from available() event handler to
created() event handler. This fixes one aspect of the "orphaned file

Changed default JDK path from /usr/java/j2sdk1.4.2_08/bin/java to

Merged from production-1-7-0-NDGF:
070717: Second attempt to solve the problem with orphaned files on pools
after failed GridFTP uploads (and possibly with other protocols). We now
ensure that level 2 has been set when a cache location is added. This
should be compatible with everything else in dCache, as this is exactly
what happens if the PNFS companion is not used.
